If a Singapore Permanent Residence application is rejected, the applicant may submit an appeal to ICA or file a fresh application later. ICA does not give reasons for a rejection. An appeal is generally only worthwhile where genuinely new and material information exists, such as a salary increase, a new qualification, a marriage, or a longer period of residence. Resubmitting an unchanged profile rarely produces a different outcome. ICA advises allowing around six months for a decision on a fresh application. Immigration Express reviews declined applications, advises candidly whether an appeal or a fresh application is the stronger route, and prepares the next submission.
An unsuccessful application is not a judgement on you. ICA approves a limited number each year against unpublished criteria, and a profile declined one year is often approved later with little changed beyond time and better evidence.
Submitting the same case again rarely helps. We begin by establishing what is likely to have held the application back, because every other decision depends on that.

ICA makes the decision. A firm that quotes an appeal success rate is quoting a figure it cannot substantiate.

Frequently asked questions about PR Appeal
Can I appeal a Singapore PR rejection?
Yes. You may write to ICA to appeal a rejected Permanent Residence application, or you may submit a fresh application at a later date. ICA does not publish reasons for rejections, so an appeal is generally only worthwhile where there is genuinely new and material information to put forward.
How long should I wait before reapplying for PR?
There is no mandated waiting period, but there is little value in resubmitting until something material has changed. In practice that is often six to twelve months, and sometimes longer, depending on what needs to be strengthened. We advise on the timing at the review rather than applying a fixed rule.
Why was my PR application rejected?
ICA does not provide reasons. The patterns we observe most often are a profile that was genuinely premature, documentation that was thin or inconsistent with the forms, an unexplained gap in employment history, or a case that was not presented in a way that addressed the factors ICA considers.
Does a previous rejection count against me?
An unsuccessful application does not disqualify you from applying again. What is less helpful is a pattern of repeated identical submissions with nothing new, since that suggests little has changed.
Is an appeal or a fresh application the stronger route?
It depends on what has changed since the decision. An appeal makes sense where something material is genuinely new and can be evidenced now. Where nothing has changed, an appeal is the same profile presented twice, and a fresh application after a real change in circumstances is usually the better use of your time. We would give you our honest view before you commit to either.
How many times can I apply for Singapore PR?
There is no published limit on the number of applications. That is not the same as saying repeated applications are a good idea. What improves a case is a change in the underlying profile rather than persistence, and applying again every year with the same salary, the same qualifications and the same length of residence is unlikely to produce a different answer.
Should I use a different consultancy after a rejection?
Not automatically, and we would be cautious of anyone who tells you the previous firm was the problem. ICA gives no reasons, so nobody can honestly claim to know what went wrong, and a firm that says otherwise is simply guessing. What is worth changing is the preparation: whether the file was consistent, whether the weak points were addressed, and whether the timing was right.
